Paul Fullwood is a senior investigations and security expert with over 35 years’ experience across UK law enforcement, government, and regulatory leadership. A former Assistant Chief Constable and Executive Director at the Security Industry Authority (SIA-Home Office), he specialises in crisis management, complex investigations, and regulatory strategy for both public and private-sector clients.

Paul has led major national operations, including armed policing, counterterrorism, and serious crime investigations. He played a key role in shaping Martyn’s Law, overseeing regulatory enforcement and sector-wide collaboration across the UK’s private security industry.

During his policing career, Paul commanded multi-agency crisis responses, including as Gold Commander for tri-force operations and led sensitive investigations as a senior detective across multiple forces and national units. He also served as the National Police Chiefs’ Council lead for Strategic Investigation.

Paul is a College of Policing Associate, regularly advising and lecturing senior law enforcement leaders on complex crime and operational leadership.
